IFRA for independent perfumers: what the limits are and how to check them

If anyone but you will wear what you make, IFRA is the first compliance question you meet, and it is more mechanical than it looks. IFRA publishes per-material concentration limits for finished fragrance products, keyed by product category and by the amendment the limit was published in. This page explains what the standards actually are, what Category 4 means, why the amendment number matters, why one restricted molecule arriving from several naturals must be summed once across all of them, and where the honest limit of any software check sits. PerfuMate is the worked example throughout, because live IFRA checking is what its bench was built to do, but the ideas hold in any tool.

What is IFRA?

IFRA is the International Fragrance Association, the fragrance industry's own standards body. It publishes Standards for individual fragrance materials, keyed almost always to a CAS number; the compiled book of Standards up to and including the 51st Amendment runs to 263 standards over 726 pages. Most standards set a maximum concentration for a material in a given category of finished product. Some are specification standards, which publish no concentration limit at all. A few are class standards, or apply to naturals through their constituents, and those are not keyed to a single CAS number.

Two things follow. First, an IFRA figure is three facts, not one: the material, the product category, and the amendment it was published in. Quote a limit without the other two and you have not quoted a limit. Second, the book is a real document you can obtain and read, which means any software claiming to implement it can be checked against it. More on that below.

What is IFRA Category 4?

IFRA limits depend on what the finished product is. Category 4 is fine fragrance on skin, the category an independent perfumer composing perfume to wear lives in. A body lotion, a soap, a candle or anything made for children sits in a different category with different limits.

PerfuMate's IFRA dataset is Category 4 only, and the app puts every formula in that category. It will not compute the limits for a lotion, a soap, a candle or a children's product, and it says so plainly rather than printing a number from the wrong table. If you formulate outside fine fragrance, you need the category tables for that product type.

What is an IFRA amendment?

The Standards are living rules, published in numbered amendments, and a limit is only meaningful alongside the amendment it came from. PerfuMate is deliberate about this: its dataset is fixed at the 51st Amendment and ships inside the app, so a new amendment arrives as an app release rather than a silent data update, and the app names the amendment it checks against rather than implying it tracks whatever is current. A tool that names its amendment can be verified; a tool that vaguely promises the latest rules cannot.

Do I sum a restricted molecule across several naturals?

Yes. The limit applies to the total arriving from all of them, counted once.

Limits are written against molecules, but perfumers buy materials, and a natural material is a mixture. When a restricted molecule is carried inside several naturals on the same formula, the limit applies to the total arriving from all of them, counted once. Checking each material separately, which is what a hand check tends to do, can pass three lines individually while the formula as a whole is over the limit.

Doing the sum means knowing roughly what each natural is made of. PerfuMate carries estimated constituent tables for hundreds of the naturals and bases in its catalog of 1,581 described materials, and that is what the compliance arithmetic reads: it is how a limit written against a single molecule is enforced on the oil that carries it, and how the same molecule arriving from three different naturals is added up rather than missed three times. The tables are estimates and every material page says so; if you have a real analysis from your supplier, paste it in and it replaces the estimate for your bench.

Two more corrections happen in the same arithmetic: every line is adjusted for the dilution it is actually weighed at, and the limit is judged against the finished product at your chosen concentration, not against the concentrate.

Is an allergen declaration the same as an IFRA limit?

No. One caps how much you may use, the other names what is in the bottle.

The two travel together on a compliance sheet and are routinely confused, so the distinction is worth a paragraph. An IFRA limit is a restriction: a maximum your formula must stay under. The EU allergen declaration is disclosure: the label text naming the fragrance allergens present in your product. One caps, the other names. Passing one says nothing about the other: a formula can sit inside every IFRA limit and still owe a long allergen list on its label, and a formula with a short label can still breach a limit.

Is a software IFRA check a certificate?

No software check is a certificate, and one that presents itself as a certificate should worry you. PerfuMate calls its figures indicative: working numbers to compose against, verified where they can be, and every compliance sheet the app prints is stamped with exactly that instruction, verify against the official IFRA standards before you sell.

The same honesty applies where the data runs out. Every regulatory join is by CAS number, and a material can supply one through its estimated constituents as well as its own row, so a material is unassessed only when it has neither, and that comes back as "nothing known" rather than "nothing applies", which is not a clean bill and the app does not dress it up as one. And where a material is flagged restricted but no standard reaches it, the app says "restricted, check the current amendment" and gives no number, because a number invented from memory is worse than a blank.
