Why is Nutmeg and mace oil limited if it is natural?

Because IFRA limits molecules, and a natural is a mixture of them. Mace Essential Oil typically carries 2% Safrole, which has its own Category 4 limit of 0.01%.

How much Nutmeg and mace oil can I use in an eau de parfum?

At 18%, Mace Essential Oil may be at most 2.77% of the concentrate, if nothing else in the formula carries Safrole. Every other source of Safrole counts toward the same total.
