What percentage of essential oils is safe in a perfume?
There is no single safe percentage for essential oils in a perfume; IFRA sets a limit per oil, per product type, on the finished product that reaches skin. For fine fragrance the caps that bite first are the phototoxic citrus oils, and they are far lower than most beginners expect.
Is there a general safe percentage?
No, and any page that gives one is guessing. The IFRA Standards are written per material, keyed almost always to a CAS number, per product category, and published in numbered amendments. Fine fragrance on skin is Category 4. A body lotion, a soap or a candle sits in a different category with different figures. Every number below is the Category 4 figure from the 51st Amendment, the dataset PerfuMate ships, and a figure quoted without its category and amendment is not a limit.
Most essential oils have no standard of their own at all. Sweet Orange Essential Oil is the plain example: it does not appear in the 51st Amendment index, so nothing caps the oil itself. What caps it, and every other natural, are the restricted molecules inside it.
Which essential oils have the lowest limits?
The expressed citrus oils, because they carry bergapten and other furocoumarins that react with sunlight on skin. This is a sun-exposure cap, not a sensitisation cap, and the 51st Amendment Category 4 figures, as a share of the finished product, are:
- Bergamot Essential Oil, expressed: 0.4%
- Lime Essential Oil Expressed: 0.7%
- Bitter Orange Essential Oil, expressed: 1.25%
- Lemon Essential Oil, cold pressed: 2%
- Grapefruit Essential Oil, expressed: 4%
Outside citrus, the same phototoxic logic caps Angelica root oil at 0.8%, Cumin oil at 0.4%, Rue oil at 0.15% and Verbena oil at 0.69%. A separate class standard limits the total bergapten arriving from all phototoxic oils combined to 0.0015% of the finished product. Sensitisation caps sit elsewhere in the list: Ylang ylang extracts at 0.73%, Jasmine absolute (grandiflorum) at 0.6%, Oakmoss extracts at 0.1%, Peru balsam derivatives at 0.41%.
What is bergamot FCF, and does the cap apply to it?
FCF is furocoumarin-free: the bergapten is taken out and the phototoxic hazard with it. The expressed-oil standard exists because of bergapten, so Bergamot FCF Essential Oil is the working answer for anything on skin, and the catalog does not raise an IFRA flag on the FCF row where it does on the expressed one. FCF is not a free pass: its linalool, limonene and citral still count toward their own standards and toward the EU allergen declaration. The same trick exists for lime and bitter orange, and distilled lime is not phototoxic in the first place.
Concentrate or finished product?
The cap is on the bottle, not on the concentrate. Multiply each oil's share of the concentrate by the perfume's concentration and compare that to the standard. At an eau de toilette of 15%, an oil at 10% of the concentrate is 1.5% of the finished product; the same concentrate bottled as a 25% extrait puts it at 2.5%, over the lemon cap, and a formula that passed as an eau de toilette can fail as a parfum without a single line changing.
Do the molecules inside the oil count too?
Yes, and they are summed across every material that carries them. Citral has a Category 4 cap of 0.6%, and the catalog's estimated constituent table puts citral at about 2.5% of Lemon Essential Oil, 3% of expressed lime and 0.4% of bergamot, so a citrus top built from three oils has one citral total, not three. Linalool is the other surprise: its standard is a specification, not a percentage, restricted by peroxide value, so the answer there is fresh stock and an antioxidant rather than a lower dose.
A worked example: a citrus cologne
Per 100 g of concentrate, bottled at 15%: Bergamot Essential Oil 20 g, Lemon Essential Oil 15 g, Lime Essential Oil Expressed 5 g, Sweet Orange Essential Oil 10 g. On the finished product that is bergamot 3% against a cap of 0.4%, lemon 2.25% against 2%, lime 0.75% against 0.7%, and orange uncapped. Three lines over, and the bergamot by more than seven times.
The fix: swap the bergamot for FCF, which removes the phototoxic cap and keeps the smell; cut lemon to 12 g (1.8% finished) and lime to 4 g (0.6%). Then the sum: citral from 12 g lemon, 4 g lime and 20 g bergamot FCF is about 0.5 g per 100 g of concentrate, 0.075% of the finished product, well under 0.6%. The cologne now passes, and it smells almost the same.
